Pandas are neutral animal mobs, but you can't use leads on them, and so for consistency it would make sense that you shouldn't be able to use leads on Dolphins and Polar bears either.
The report:
You are able to use leads on Dolphins and Polar Bears, despite not being able to use them on Pandas. All of them are neutral animal mobs.
Other mobs that might be inconsistent:
Spiders (can't use leads on them even during the day)
Bee (can use)
Untamed Wolf (can use)
Untamed Llama (can use)
Trader Llama (can use)

What gives you the idea that so-called "neutral animals" aren't supposed to be leashable? There seems to be more counterexamples against that point than in favor of it. Pandas can't be leashed, but this might have nothing to do with their status as "neutral animals."
Well my other idea was that it's because they're endangered. And Polar Bears and Dolphins are also endangered.
I'm just confused as to why this is not a bug if Pandas being unleashable is not? Whats the reason for this inconsistency?

You can't leash Pandas so why can you leash Polar Bears?
edit: there are also other bug reports that are sort of "feature requests" that still got fixed like MC-214126
This isn't the same as MC-137818. My issue isn't that Pandas can't be leashed. My issue is that dolphins and polar bears CAN be leashed as it's inconsistent with MC-137818
