A lot of times when you have wooded badlands they just look like normal badlands.
Steps to reproduce:
1. Load up a creative world
2. Run /locate biome wooded_badlands
3. Teleport yourself there
4. Teleport yourself far enough away that you won't be back at the same one again.
5. Repeat teleportation several times. Observe that many of them lack wood and look identical to a normal badlands.
Expected Result:
Wooded badlands would have trees and coarse dirt usually (more often than not)
Observed result:
Wooded badlands often generate identical to normal badlands

I recall that it would only consider the actual wooded areas a wooded badlands in the past. Now it doesn't. Also this isn't a duplicate of MC-236907 and it's just a tiny area that didn't happen to generate any trees. These are huge areas of "wooded" badlands with no trees at all, it doesn't seem to be caused by microbiomes.

We're actually already tracking this issue in MC-238687, so this ticket is being resolved and linked as a duplicate.
However, that ticket has been resolved as working as intended, which means that this will not be fixed as it is not considered a bug.
