[MC-265295] Dead players relogging back onto the death screen cannot see any blocks

Steps to reproduce:
1) /kill
2) Press Title Screen and come back to the world again
3) There are no blocks loaded in the death screen

Affects 24w09a, MC-169113 may be the root cause.

This last worked correctly in 1.20.1. The next snapshot, 23w31a, started rendering only a few chunks. Then ever since 23w33a, nothing has rendered. This issue has persisted since then.
