Copper bulbs can be clocked too fast, causing flickering

Copper Bulbs can be toggled once per game tick. It is now possible to clock them to make a flashing display. This is a problem because the flashing may disorient those who suffer from photosensitive epilepsy.

This does not affect redstone lamps. Please remove the redstone lamp attachments.

Weird, it seemed to affect redstone lamps as well when I tested it. Maybe I built the clock incorrectly.
