Waterlogged Copper Grates allow skylight to pass through

Relates to MC-265585, if not the same line of code.
Perhaps a good idea to merge (and check leaves).

This doesn't seem to affect leaves or mangrove roots.

Since TransparentBlock overrides BlockBehaviour.propagatesSkylightdown as true, it must be re-overriden in WaterloggedTransparentBlock as false if they are waterlogged.
