The same thing is happening for me. This is everything I currently know:
The occasional frame drops I get when flying around the world happen a lot more often in 1.21.6 than they did in 1.21.5.
The sky flickers sometimes, usually at sunrise or sunset. (This also happens in 1.21.5)
In 1.21.6, the F3+1 chart says that the game is using more memory on gameRenderer than it did in 1.21.5.
Also, I am using an Intel(R) Core(TM) i7-8565U CPU @ 1.80GHz and Intel(R) UHD Graphics 620.

i have a world with a woodland mansion where this happened and it's still like that in release 1.13
Proof that it isn't fixed:
this wasn't fixed in 18w20b. I tried /setblock ~ ~ ~ conduit and it still had water.

They just bounce up and down on their noses. there's no way that's intended.
