Projectile knockback inconsistent between mobs and players

Projectiles(arrows, tridents, and firework rockets) do different amounts of knockback to players and mobs.

The player is only knocked back one block, while the creeper is knocked back two.

This is normal. Projectiles such as arrows, tridents and fireworks can inflict different levels of knockback on players and mobs. This may vary according to the specific properties of the projectiles and the entities affected.

Did you watch the attached video? Dispenser is used, so differents in arrow speed and direction is minimal, both player and mob in same position compared to dispenser, yet a major difference in distance.
That's not normal.
