Striking non-living entities with a mace enchanted with Wind Burst propels the player upward, even when they are flying

When hitting non-living entities with a mace enchanted with Wind Burst, it pushes the player upward, even if they are flying, unlike with living entities. If you strike a mob like a villager, you won't be pushed when flying. However, if you strike a minecart or a boat, you will still be pushed upward, even when flying.

Steps to reproduce

  1. Acquire a mace enchanted with Wind Burst

    /give @p mace[minecraft:enchantments={levels:{'minecraft:wind_burst':3}}]
  1. Hit a boat or minecart while in creative mode and flying with the mace

  2. Hit a mob while in creative mode and flying with the mace

This could be working as intended.

This has practical survival applications like parkour courses where you intentionally hit armor stands/minecarts to boost yourself to a higher platform. To allow players practice this in creative mode would mean that this behavior should stay.

Please don't remove this. It's so much fun.

There appears to be some confusion between this issue and MC-270066. MC-270066 pertains to wind burst launching the player even upon hitting non-living entities in general, which I believe should remain as a separate issue. This bug report specifically addresses the occurrence of wind burst launching while flying, which likely warrants a fix due to its inconsistency.
