Sniffer eggs can be placed underwater, but cannot be waterlogged

However you can place sniffer egg underwater for now, despite this issue have been resolved as WAI.

Hey this just seems to be a feature rather than a bug therefore this falls under the suggestion tab.

@unknown Other instances of blocks not being able to be waterlogged were accepted as bugs and a lot of them were fixed. In this case the placing of sniffer eggs underwater was likely unintentional (couldn't find it being mentioned in a changelog) but it has already got a confirmation status set and Mojang themselves will decide now if this will be accepted as a bug or not.
