Jump/fly camera tilt is not accessible-friendly

Blocked by MC-225335. Relates to MC-259197.

The bug

The visual tilt applied to the screen when falling, jumping or changing altitude when flying does not have an associated slider to control its intensity. This is unlike the damage tilt (MC-259197), nausea distortion and FOV changes, which do have such settings.

How to fix

Add a slider to Accessibility Settings to permit the intensity of this to be controlled.

@unknown, this is not your call. This could be considered a legitimate accessibility issue, which would be valid for the bug tracker. Ultimately it's Mojang's decision.

This was part of the view bobbing option. When "view bobbing" is disabled, the camera will not tilt when flying/jumping.
