/tick does not effect Worldborder shrink with time

for some reason if is intended or not that world border command is not effected by tick command.

steps:
1. shrink the world border with a time "/worldborder set 20 10"

• 10 here means seconds
  2. sprint the game for 10 or 20 seconds "/tick sprint 20s"
  3. world border still shrinking
