The Bug:
The world border can change in size when the game is paused.
Steps to Reproduce:
Enter a singleplayer world and set the world border to 10 blocks wide by using the command provided below.
/worldborder set 10
Set the world border to 50 blocks wide over the course of 5 seconds by using the command provided below.
/worldborder set 50 5
Pause the game and watch the world border.
Observed Behavior:
The world border can change in size when the game is paused.
Expected Behavior:
The world border would not be able to change in size when the game is paused.

Confirmed for 1.8-pre1, pre2 and pre3.
Also, I think the world border animation (the stripes going up) should stop when the game is paused, but I'm not sure and I don't know if this needs to be treated as a separate report.
This issue still exists in Minecraft 1.19.4. The world border does not change color to match its status and players do not take damage until the game is unpaused.
