[MC-272368] Soul Speed still draining durability in creative mode

So for some reason despite changing to creative mode within the game Soul Speed still drains durability on boots whenever active. I'm not sure as to what it is that causes this but this is a rather puzzling bug.

I cannot reproduce this issue in Minecraft snapshot 24w21b.

Make sure you are not on 24w20a or before, as this was fixed in 24w21a (MC-272039).

Please make sure you're using the latest version as this issue should be fixed in version 24w21a and make sure you have no outdated mods/data packs installed.
