[MC-272546] (infdev 20100618 -> now) Minecart can go through all incomplete blocks like soul sand, etc..

The bug: ❌ The minecart will go through incomplete blocks like soul sand, bottom slabs, and mud.

Expect: (/)The minecart will stop if reach all incomplete blocks, or if not, the minecart will running but not going through the block.
