When you catch a tadpole in a bucket, it does not grow up even after the usual time (I forgot exactly how long) it takes for a tadpole outside a bucket to turn into a frog.

Axolotls does not grow up in bucket, and coppers does not oxidate in inventory either, so why tadpoles should grow in bucket?

Have you tried accelerating the process by feeding the Tadpole slime balls? Also, please make sure you're game isn't modified.
Update: You should also note that data packs can cause issues like this so please also make sure to disable any data packs.
Note: Unless they used to grow when in a bucket in the past versions, this could be intentional.
