When moving through borders in 1.14 and above it causes a stutter and that stutter affects versions from 1.14 and above as per my testing. EDIT: it seems to not occur at all in 1.14.3. so it is from 1.14.4 and above. And directions do not matter it still stutters the same in all directions
It also seems to increase as the game version increases where in 1.14 the stutters where a lot weaker than the ones in 1.20 for example and they didnt exist at all in 1.12.2, and my CPU usage doesn't go above the 70s when such stutters occur so i believe it is not my hardware but i'll leave the hardware specs in the Environment tab.
I also have one question: in F3 there is a line that has (SH: ML: etc) and those values turn to (??) for the period when such stutters occur, so my question is what do those values represent?
Steps to reproduce:
1: Create a new Singeplayer World
2: Wait for chunks to load so the game performance can stabilize
3: Press F3 + G to view borders, move through said borders and you'll notice a stutter occur.
Notes: I've attached a Video of the problem in 1.20.6 Vanilla (with chunk amount of 2) and a debug report from F3 + L when said stutters happened.

Based off the shown video, some directions seem to cause harsher stuttering than others. Would MC-229115 describe your issue? Additionally, could you refer to the notice on MC-166005 and see if you can figure out the exact cause of the suttering? Reporting general stuttering is very vague, as any number of things can cause it.

I tried to figure out the exact cause as in MC-166005 but all the possible causes didn't really appear to me.
I've also tested the directions and nope, they do not make a difference.
What i HAVE found out however is that 1.14.3 does not have issues with chunk borders so it is from 1.14.4 and up that appear to have it the worst.
EDIT: i'd also like to add that absolutely nothing was running in the background during my testing so it couldn't be an external factor.

Nope, it doesn't. and that issue seems more RAM related but for me RAM usage never maxes out.
The issue is still far too general for me to confirm. From your video, it seems like the lag is coming from specifically generating new chunks. When testing in my own world, I can observe lag spikes, but only when generating new chunks (any spikes in already generated chunks are relatively minimal and expected).
Could you try increasing the amount of ram you're using in the game? You seem to only be using 1-2gb, so try increasing that to 3-4gb.

Yes, lag spikes do happen only with new chunks being generated.
And I did already try increasing the RAM to 4GB in fact that is the first thing i did try and it didn't help it.
Note that the lag spikes keep on increasing with every new version it seems.
So are the stutters occurring when you cross chunk borders while generating new chunks? Or do they occur while generating new chunks regardless?

They happen while generating new chunk regardless of whether the game was loading new chunks or not, even if i wait before moving into the next chunk border until the game has loaded everything it will still stutter.

This seems to be due to a modified server for the ?? part. Your server surprising is vanilla, and the issue occurs every 2 seconds, usually worse when crossing a chunk border.

Can you confirm that you are still able to reproduce this issue on the latest version?
