No water in Ocean Biomes for single-biome worlds

I'm trying to create a water world, so I selected single-biome from the world creation menu and tried "Lukewarm ocean" and later tried "Deep ocean"; each time I land in a mountainous world where the debug info shows the right biome, and there are even "sunken" ships and Drowned Villages, but there is no water (there are flowers and the occasional tree).

Sorry about that – I did try to search for duplicates, but for some reason none came up newer than 1.18.  However, noting just how many duplicates there are for this issue, I'd like to suggest that you reconsider the "works as intended" resolution:  while perhaps this result is intended, it's clearly not what I and many others actually want.

So, instead of marking this as a bug, please consider it a request for a feature....  It would be nice if there were some way to create a "water world"...like a world in which every biome is deep ocean and in which there is very nearly no land above sea level.

@unknown It's WAI, and that is Mojang's final decision. If you want to suggest something, please do it on the Minecraft Feedback website, as feature requests are not allowed on this bug tracker and will be resolved as Invalid.
