Once you have about 300 minecarts stacked inside each other the sound engine will just give up and not play any sounds. This is in spite of the fact that the minecarts aren't actually producing any sound. This affects a very big area away from the minecarts.
Steps to reproduce:
Summon 300 minecarts with a command block (they must be placed on rails)
Do any action which would produce a sound
Observed result:
No sounds play:
Expected result:
Sounds would play.

Can and can't confirm, sometimes the sound work and a second later don't.
But it definitly break the sound engine.
Would MC-1538 describe your issue?

No because the log doesn't report any errors about reaching the sound pool size.
Also as stated in the report the minecarts aren't actually producing any sounds, so they must bug out the sound engine via a different mechanism.
