Minecarts with a passenger (Player or other entity) travel at faster velocities than an empty minecart.
Steps to reproduce:
Run
/gamerule minecartMaxSpeed 1000
to exaggerate the effectCreate a line and then a ramp of powered rails
Destroy the highest flat rail, leaving the last powered rail diagonal
At the start of the line, create a one block high ramp
Place a minecart on the start ramp so that it immediately begins moving
Repeat the previous step but place an entity inside of the rail before you place the minecart, or hop in the minecart without pressing the forward button

Yellow asterisks represent the trajectory of a tamed, sitting wolf in the minecart
Red circles represent the trajectory of an empty minecart

This makes no sense since it's established fuller minecarts are slower. Example an empty chest minecart is faster than a full chest minecart.
Makes no sense that minecarts which carry the weight of an entity inside them are faster.
This behaviour seems to be reversed for passengers (empty minecarts ride at the speed of full chest minecarts, while occupied minecarts are even faster than an empty chest minecart)

Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
