The new "use_cooldown"
component currently triggers when letting go of right-click after holding or clicking right-click on an item. However, this causes a scenario where Chorus Fruit receives a cooldown even if not fully consumed.

Note:
Currently, the cooldown is not applied if you hold right-click and swap away from the item. So if the behaviour is given an optional toggle, this is probably something that should be changed.
