The Creaking will spawn even when the game rule doMobSpawning
is set to false.
How to reproduce:
Create a world with the Winter Drop experiment enabled.
Execute the following command:
/gamerule doMobSpawning false
Execute the following command:
/time set night
Place a creaking heart between two correctly aligned pale oak logs and wait for the creaking to spawn.
Expected result:
No creakings would be able to spawn when the game rule doMobSpawning
is set to false.
Observed result:
Creakings can spawn even when the game rule doMobSpawning
is set to false.

Might not be a bug. Some mobs can still spawn with doMobSpawning set to false. For example, the ender dragon, withers, silverfish from infested blocks, player-made iron golems. Creaking spawns are triggered by the player like the above examples, so it might be intentional that doMobSpawning doesn't affect creaking spawning.
Can confirm. It also doesn't work properly for the biomes itself, not just when manually placing a creaking heart
