The "Minecart jangles" subtitles show when entering a minecart instead of when the sound starts

Both the "Minecart jangles" & "Minecart jangles underwater" subtitles show immediately when entering a minecart instead of when the sound actually starts. This can lead to the player entering a stationary minecart, and being shown the subtitle.

This issue is closely related to MC-277934 which reports both of these subtitles showing regardless of whether the minecart is underwater or not.
