Sound event minecraft:entity.minecart.inside and minecraft:entity.minecart.inside.underwater does not have an associated subtitle again

The bug

This is a regression from 24w44a where MC-177078 and MC-204124 got fixed. Now their subtitles are missed again.

How to reproduce

/playsound minecraft:entity.minecart.inside.underwater master @a

/playsound minecraft:entity.minecart.inside master @a

Notice that the subtitles are missing
