Eyeblossom particle inconsistency

Open eyeblossoms emit particles when generated from using bone meal on pale garden grass blocks at night. This is inconsistent with their daytime behavior, in which they do not emit closing eyeblossom particles when generated this way, and with their normal placing behavior, which also does not produce particles.
