End portals and end gateways aren't affected by water, lava or powder snow fog

The bug

The fog displayed when inside of water, lava or powder snow affects most things in the world, but not powder snow.

How to reproduce

1. Be in water, lava or powder snow

2. View an end portal or end gateway

Expected results

They would be occluded by distance fog, just like all other elements of the world.

Actual results

They are not.
