Observer cannot detect the status of items in Item Frame,It should be able to detect and signal Redstone.

This is a feature request rather than a bug. Besides you can detect it by comparator.

Observers only detect block state changes. Item frames are not blocks, and NBT changes do not trigger observers by design.
