Bushes have a strange hitbox

The hitbox of bushes is strange and does not match the visual model and is inconsistent with other blocks. In addition to not touching the ground as described in MC-279914, I would expect this hitbox to be a full block like other bushes or be similar to other grasses and have a small hitbox that touches the ground.
