STR: load into a world/server and attempt to travel to the nether (or back to the overworld) on foot.
ER: Teleport after the usual 5s orr so.
AR: takes anywhere from 8 seconds to infinitely long at complete random to teleport. different and more consistent for other players on the same server.
Note: this world has an iron farm that uses portals if that could contribute to the issue.
Attached screenshots were taken seconds apart after having stood in the portal for 10s already.

This happened to me too. I thought the portal stopped working. However for me, it mainly happened when I was trying to return from the Nether.
I clocked a load time of 10 seconds recently, going to about 4000 units from spawn in the overworld. Last night I clocked an interdimensional load time of about 30 seconds for a portal.
Loupieur, no lag, no latency server is hosted on my own pc neither game nor server freezes, seems to take longer on better hardware. and only this update
On pre 2, the first overworld->nether load time was essentially instant
the first nether->overwold load time was essentially instant
I stepped back and forth through the portal several times and was unable to recreate a 30 second load time. One of the load times took about 1000ms, aka not instant but still within the expected behaviour.
Confirmed. It appears to be taking much longer normal to enter nether portals.
