Structure blocks frame is not displayed when in spectator mode

change your game mode to spectator mode

Expected result
when in spectator mode, the frame of structure blocks is visible, as if you where in creative mode

Actual result
when in spectator mode, the frame of structure blocks is hidden, as if you where in survival mode.
