Scrolling text does not get clipped properly in UI elements

Steps to reproduce

1. Go to the Video Settings menu

2. Look at any option that scrolls its text and move it over either the footer or header separator (Note that the text differs per language. The language used in the screenshots is UK English.)

3. ❌ Notice how the text doesn't get clipped properly

4. Look at another option that does NOT scroll its text and move it to the same position as the previous option

5. ✔ Notice how that text does get clipped properly
