Mipmaps are still not animated

The 25w43a changelog states:

• All mipmap levels are once again animated for block animated textures

This change did not make it into the snapshot however, and it can be observed by verifying that the issue MC-302872 is not fixed

Reproduction Steps:
- Go to the Nether
- Observe the lava ocean

Observed Results:
- You’re surrounded by a circle of miscolored lava

Expected Results:
- Lava would be animated
