When moving up the stairs, baby Horse can jump highly, instead of keeping on stairs like adult. “Horse“ includes Horse, Donkey, Mule, Zombie Horse and Skeleton Horse.
Steps to Reproduce
Spawn a baby Horse at the lower parts of stairs.
Stand at the higher parts of stairs.
Take an item that can tempt Horse in your hand, e.g. Red Mushroom for Zombie Horse.
Observe the baby Horse.
Observed Result
When the baby Horse steps onto a step of stairs, it can jump for 2 blocks.
Expected Result
When the baby Horse steps onto a step of stairs, it will keep on the stairs instead of jump highly.

Sorry, the video I uploaded earlier might have been misleading. This new video might better explain the differences between baby horse and adult horse when moving up the stairs.

This report does not describe a bug.
The horse in your video is trying to jump onto the glass next to it.
