A dying ender dragon can be hit by a spear’s charge attack, consuming durability on the spear if the wielder is in survival or adventure mode.
This does not happen with other dying mobs. Dying ender dragons cannot be hit by regular melee attacks (but, like other dying mobs, they still prevent the hit from connecting with whatever is behind their hitboxes).
To reproduce
Grab a spear, elytra and some firework rockets
Go to near 0, 0 (most likely you’ll want to do this in the end)
If you wish to test in survival mode,
/effect give @s minecraft:resistance infinite 4 true/summon ender_dragon ~ ~ ~ {DragonPhase:9}While the dragon is dying, fly into it while using the charge attack
❌ Your charge attack hits the sub-hitboxes of the dying dragon and your spear loses durability
Expected result
The spear would not connect on the dying ender dragon and no durability would be lost.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
