Parched texture lacks parity with Bedrock edition

The Bug:

The parched texture on Java edition is not accurate to its depiction in Bedrock edition.

One notable aspect of the parity issue is despite MC-304184 being marked as WAI, the Bedrock texture does indeed have mirrored inner limbs like any other skeleton.

The Bedrock texture also seems to have differing bandages on the arms and legs.

What I Expected:

Parched texture and design to be consistent across both versions, as Mojang aims for parity.

Please note, that mechanics of the game may change between updates. Things such as graphics, sounds, world creation, biomes, Redstone, villagers, and animals may not work the same in current versions.

Could we get some explanation for why this is intended despite logic dictating in multiple ways it wouldn’t be? Is Bedrock the “wrong” one, even though its the one that matches other skeletons?
