Applies while walking and holding JUMP, as well. Difference being that it increases stat by 1, instead of 11, and only begins during air-time of 2nd jump.
Can confirm, jumping while walking results in an increment of one of the stat, but not while you are in the air. The increment happens when you are on the ground, hence why it seems like it starts incrementing at the 2nd jump. Also, if you RUN while jumping, you get many more statistical increments. I've attached a file. Another thing, if you jump off a cliff while running, you get a lot of "points".
Confirmed in 14w11b. Update: The numbers of increase are way higher, and not static like mentioned in my previous comment.
