Used that seed, flew to that location. All I saw was a forest.
Could be because I started the world in 13w36a but didn't get to those coordinates until 13w36b was posted. Let me take another look.
Edit: Just recreated the world in creative and those coordinates show the same thing as the screenshot. Are you sure you went to the right coordinates?
After further exploration, it looks like it isn't restricted to when the water comes from a river biome. Swamplands and naturally spawning water pools will cause it too. It seems as if the water is getting placed after the columns are in place and simply cutting away the bottom portions.
Regular Mesa and Mesa Plateau don't exhibit this behavior, either.

All around that area has instances of floating landmasses. It seems it is due to water pools taking priority during generation.
I'm using a Potion of Night Vision to give a clear view of the issue. Seed and Coordinates are in my comment above.

Still in 14w31a please update. Effects all worlds and all instances of Mesa (Bryce). Issue is not confined to a single occurrence, and can be easily replicated.

The issue is still present in 1.8.1 pre-4. Attached is an example from one pillar, and these are all over the place throughout the area.

This bug has not been fixed yet after 6 big releases of minecraft java edition like 1.7, 1.8, 1.9, 1.10, 1.11 and 1.12. still present bug and I thought it had been corrected, not is bothered to check at this error and fix?

This might be related to MC-146410? They are caused by different issues that happened in different versions, but do both involve weird terrain interactions between sea level, and they also both involve biome exclusive structures (water caves for ocean, "bryce" for badlands).
I notice a similar issue is occurring with the basalt structures in the new nether biomes, where they are cut off by the lava ocean- the basalt pillars in the soul sand valley will just generate the bottom floating atop the lava, and the basalt "piles" in the Basalt Delta will get partially cut off when generated above lava, often leading to just a few blocks of floating basalt.

This biome actually has a very interesting terrain generation. It does seem like all the "hoodoos" are individual structures and this can be observed in Minecraft Win10 past X/Z ±12582912.
I'm guessing to fix it, the whole terrarin generation code would need a rewrite.
