Golden dandelions work on tamed baby skeleton horses and zombie horses

The golden dandelion can work on tamed baby skeleton horses and zombie horses (through commands), this is inconsistent with untamed undead horses, and with other monsters. The entity tag “cannot_be_age_locked“ only has camel husks and hoglins, not the undead horses.

Steps to reproduce the issue:

• Summon a tamed zombie horse or skeleton horse

• /summon zombie_horse ~ ~ ~ {Age:-24000,Tame:1} or /summon skeleton_horse ~ ~ ~ {Age:-24000,Tame:1}

Expected result:

• The golden dandelion should not work on them.

Actual result:

• It does work, only when tamed that is.
