Chat restriction warnings do not get narrated by chat narration

The bug

All chats sent by players and output of commands get narrated when the ‘Narrator: Narrates Chat’ accessibility setting is on. This does not apply properly to the chat restriction warning.

Steps to reproduce the issue:

1. Toggle chat narration on

2. Hide the chat in chat settings

3. Observe that the 'Chat is restricted. Click this message for details.' message does not get narrated, neither does the 'Sending chat messages is not allowed' message.

Expected result:

The restriction messages get narrated by the chat narrator.

Actual result:

The restriction messages do not get narrated by the chat narrator.
