Changing game rules from the world creation screen has no effect

Steps to reproduce:

1. Go to the World Creation screen

2. Go to the Game Rules screen

3. Change a value of a game rule (For example: “spawn_monsters” to false)

4. Create the world

Expected result:

The value of that game rule is being set to the one you changed

Actual result:

The value of that game rule is being reset to it’s default value
