Cannot strip logs with shield in offhand

and baritone is just something i printed with a command block off-screen because the world i used was for testing some stuff

It is because the shield has higher priority than the axe

can the shield have a lower priority then?

I don't think the shield will have a lower priority than the axe.Imagine you were in battle with someone using your axe in a forest.You right click in order to hold up your shield,But the game thinks you are stripping logs.And……You can imagine that.
