This behavior was introduced in 26.1-snapshot-10.
While holding items, baby zombies, baby husks, and gurgles have their arms to the side of their body and use the regular attack animation. Zombified piglins and zombie villagers are unaffected; they still hold their arms forward and use the correct attack animation.

/summon zombie ~ ~ ~ {IsBaby:1b,equipment:{mainhand:{id:"minecraft:tnt",count:1}}}/summon husk ~ ~ ~ {IsBaby:1b,equipment:{mainhand:{id:"minecraft:tnt",count:1}}}/summon drowned ~ ~ ~ {IsBaby:1b,equipment:{mainhand:{id:"minecraft:tnt",count:1}}}The changelog for 26.1 Pre-Release 1 says this was fixed; however, this is still the case in the Pre-Release, suggesting the fix may have been left out on accident.
I also wanted to add that this also affects baby zombified piglins and baby zombified villagers now, if it didn’t before.
