Hanging roots drop from hoeing rooted dirt appears to be hardcoded

When a hoe is used on a placed hanging roots block, one hanging roots item is dropped as a result. From checking the game’s loot table files, this does not appear to be controlled by any of them.

As per MC-269838, MC-269839, MC-273943, MC-276629 and MC-276759, a loot table should exist for this action; one not existing is a bug.
