I found a bug, that when I remove all the lines from a blockstate file, it would no longer show the minecraft:missingno texture. Instead, it will show a random texture from the texture atlas. Is this a bug or a feature?

I wanted to make a new bug report ( becose it is about atlas gen issues) but this site doesnt let mi do it for some stupid reason. ~26.1.1 it doesnt seem like an intendent feature; atlass is corrupted and also I think causes this bug: MC-307221
I checked modded + sodium, clean vannilla 26.1.1 and whit a resourcepack, all leads to a very streched minecraft atlas.png texture
I wanted to attach a picture but this site dosesnt let me do it.
I do think that is the case for this bug, i didnt hear about any changes in the atlases plus this doesnt look intented
