Arm swings when failing to use a spawn egg in peaceful mode

The bug

Most monster spawn eggs are disabled in peaceful mode. They cannot be used, and even in survival, the item is not consumed. However, the arm still swings.

How to reproduce

1. /difficulty peaceful

2. Get a zombie spawn egg

3. Try to use it on the ground
