If you reload the world during the raid, the raid's boss bar will disappear. If the command kills the illagers from the first wave, the second one will not appear. Reproduce:
Create an artificial village with a villager and a bed and drink an ominous bottle or use the command /effect give @s minecraft:raid_omen to start a raid.
After the first wave of illagers appear, reload the world.
After that, the raid's boss bar will disappear and the illagers will stop running around looking for villagers.
Use the /kill @e[type=#raiders] command. A new wave of illagers will not appear.

Hmm, that's weird... After logging back into the game and executing the /kill command, they stop appearing...

I do not use any modifications or texture packs.
For the test, I used a multiplayer server and this problem occurs all the time on it. This happens both if you manually create a village and if you do it in the one that was generated naturally.
This does not happen in a single-player game - after re-entering the game, the raid does not end, and after executing the command /kill @e[type=#minecraft:raiders], the raiders continue to appear.
If you reproduce this on the server, it will happen all the time.
If you reproduce it in a single world, it will never happen.
Thank you for your report!
