target selector no longer allows multiple type=, removing exclusion and intersection

Summoning a breeze and a zombie and running

/execute as @e[type=#minecraft:no_anger_from_wind_charge,type=#minecraft:burn_in_daylight] run say hello

would match the zombie, and @e[type=#minecraft:no_anger_from_wind_charge,type=!#minecraft:burn_in_daylight] would match the breeze.

@e[type=#cannot_be_pushed_onto_boats,type=!player]used to work and no longer does.
