The starfield effect no longer has directional randomization on Windows with an AMD GPU

Prior to 25w07a, the starfield effect for end portal and gateway blocks would have each particle layer moving in a different direction. Since that version, specificially on Windows, all layers move downward. On Linux, the older behaviour appears to remain.

As this change was unannounced, and is operating system dependent, I believe that this is unintentional, and should be fixed.

Both videos attached are from 26.2 prerelease 2.

From my testing, this issue may be OpenGL exclusive:

I cannot reproduce this with OpenGL on Windows:

I’ve had others who use Nvidia tell me that this doesn't affect them, so this appears to be an AMD exclusive issue.

It can actually be reproduced with Vulkan.
