Recently, a new Pre-Release was released in which hardcore was finally fixed and brought to mind. And now you won't be able to turn on commands in the hardcore world or change the gamemode. However, if you still died but don't want to lose the world, then here's what you need to do to continue playing:

Create a hardcore world and die in it.
Open the editor and find your world.
Open «level.dat» and change «allowCommands» to «1». Or you can just turn off hardcore by setting «hardcore» to «0». After disabling hardcore, the «Allow Commands» switch will be available to you. And if you just enable on the commands, you can immediately change the gamemode to Survival Mode or Creative Mode.
Of course, such actions are available only through third-party software and not directly in the game. It's good that you've finally fixed hardcore. Now people are really going to be afraid of dying in Hardcore because if that happens, it's the end of everything.

How Bedrock is affected as well:
In addition to Java, this will also affect Bedrock. However it requires a slightly different tool called NBTStudio to access the bedrock level.dat, and a slightly different approach there in Bedrock Edition. The equivalent approach only partially works in Bedrock.
In the Bedrock version, Opening level.dat and changing cheatsEnabled to 1 while IsHardcore is unchanged and left as 1 - This approach fails because of MCPE-187646, which that linked report is resolved Working as Intended. So in Bedrock you have to just turn off hardcore by setting IsHardcore to 0. After disabling hardcore, the Cheats switch will be available to you. And if you just enable cheats in Bedrock, you can immediately change the gamemode to Survival Mode or Creative Mode, then save, then in NBTStudio, set IsHardcore back to 1 again.
