Even with the ambience volume slider at maximum, I flat out cannot hear any of the ambience. This isn’t because they aren’t playing, I checked the subtitles and they are. They’re just so quiet that the human ear can’t detect them. This affects the following ambience:
All the ambient sound in the Nether in each biome.
The underwater ambience.
The Desert/Badlands ambience (dry bushes, tall dry grass, sand).
The Pale Garden ambience. (pale hanging moss, open eyeblossoms, creaking hearts).
End Flashes.
Firefly bushes.
Dappled Forest Ambience. (I actually didn’t know this biome had ambience because I couldn’t hear it at all)
To reproduce this issue, simply crank up the ambience slider and head to any of the areas listed above.
Since the volume is at max, I should be able to hear all the ambient sounds loud and clear.
Instead, the ambient sounds (except cave noises) are inaudible and everything else is blasting.
The affected sounds need to be increased in volume by at least 400%.

I dug around in the files and a lot of them are just recorded at a ridiculously low volume. Simply increasing their volume should do the trick.
