Disabled vanilla datapack doesn't support exiting the game in singleplayer

When disabling the vanilla datapack and then saving and leaving the world in singleplayer it gets automatically re-enabled upon joining back.
Furthermore, if any other datapack is enabled, it gives and error message about a datapack preventing from loading the world.

Joined are one of the datapacks I used to test and the video showing the problem.

@ManosSef no it is not a duplicate of MC-123029
MC-309582 is not about it disabling game behaviour, it’s about it force-reactivating upon re-opening the world.

For exemple in map making: disabling the vanilla datapack is useful to remove some of the default game behaviour (like unwanted drops instead of needing to override each of them or to each tick kill all items of a certain type). If leaving and re-entering the world force it activated then disabling the vanilla datapack is useless because you can’t transfer the map with it disabled.

It force-reactivates because removing it disables game behavior/leaves undefined behavior behind. If you want the vanilla data pack disabled you need to at least provide definitions for the things the game relies on to work.
